After Harry Kane equalised from the penalty spot just after half time, the England skipper had the chance to reply once again from the penalty spot after Oliver Giroud put France 2-1 ahead.
But Kane missed it, blazing his shot from six yards out over the bar.
France will play Morocco on Wednesday in the semi-final.
