
The Municipal Chief Executive (MCE) for Tema West, Ludwig Teye Totimeh, has unveiled a comprehensive development framework dubbed the RESET Agenda, aimed at strengthening governance and accelerating growth within the municipality.
Delivering his sessional address at the First Ordinary General Assembly Meeting held over two days, the MCE outlined a strategic vision anchored on Rebuild, Empower, Serve, Energize, and Transform.
Addressing Assembly Members, traditional authorities, and other stakeholders, Hon. Totimeh emphasized the need for renewed commitment to efficient service delivery, infrastructure development, and improved sanitation.
Security and Governance
The MCE noted that Tema West remains relatively peaceful, attributing the stability to effective collaboration between security agencies and the Municipal Security Council. He commended Assembly Members for their contributions to maintaining law and order across electoral areas.
He also highlighted ongoing administrative improvements, including adherence to recruitment protocols, enhanced staff training, and strengthened welfare systems.
Sanitation Drive Intensified
Sanitation emerged as a key priority in the address, with the MCE describing it as a major concern impacting public health and economic activity.
To address the challenge, the Assembly plans to rezone waste collection areas and ensure that at least 90 percent of households subscribe to approved waste management services. Monthly clean-up exercises will be organized, alongside the establishment of a volunteer sanitation taskforce to enforce by-laws.
The Assembly will also collaborate with Essential Relief International to support periodic clean-up activities at Sakumono Beach.
Agriculture and Food Security
On agriculture, Hon. Totimeh outlined several initiatives aimed at boosting food security. These include livestock vaccination campaigns, distribution of coconut seedlings, and the registration of farmer groups under national programmes.
He added that urban agriculture is being promoted through demonstration projects such as container gardening.
Infrastructure Development
The MCE announced a number of key projects scheduled for 2026. These include the construction of a 12-unit classroom block at Lashibi, completion of the Adjei Kojo police post, and the drilling of boreholes in selected communities.
Additional plans include upgrades to healthcare facilities and the proposed construction of a Community-based Health Planning and Services (CHPS) compound, which is yet to commence due to land challenges. He further disclosed that approval has been secured for a new office complex at Texpo.
Revenue and Financial Outlook
Touching on the Assembly’s finances, Hon. Totimeh revealed that out of a projected revenue of over GH¢24 million, approximately GH¢5.3 million has been realized.
While describing the performance as encouraging, he called for intensified efforts to boost revenue mobilization through digitized billing systems, improved logistics, and enhanced monitoring mechanisms.
Flood Control and Social Welfare
To mitigate flooding, the Assembly will undertake dredging exercises and remove structures obstructing waterways. The MCE expressed optimism that these measures would reduce the impact of heavy rains in flood-prone communities.
He also reaffirmed the Assembly’s commitment to social welfare, particularly for persons with disabilities, through expanded financial support, skills training, and healthcare initiatives.
Roads and Urban Challenges
Hon. Totimeh noted improvements in road maintenance and drainage systems, which have enhanced mobility in parts of the municipality. However, he acknowledged persistent challenges, including inadequate funding and rapid urbanization.
He called for innovative approaches such as community-driven projects and alternative road construction methods.
Call for Collaboration
In concluding his address, the MCE urged stakeholders to work collectively to drive development in Tema West.
