Ghana signs labour agreement with Russia’s Alabuga Special Economic Zone

Ghana has signed a Memorandum of Understanding (MoU) with Russia’s Alabuga Special Economic Zone (SEZ) to facilitate the recruitment of Ghanaian workers for industrial and manufacturing jobs.

The agreement was signed on Thursday, October 29, 2026, by the Minister for Labour, Jobs and Employment, Emmanuel Kwadwo Agyekum, and the Acting Director of the Alabuga Special Economic Zone, E.R. Safiullin. The signing took place in the Republic of Tatarstan, Russia, and was witnessed by officials including Senator Muhametshin, Gatin, an Adviser to the Rais of Tatarstan, and Ahmetshin, Permanent Representative of Tatarstan to Moscow.

The Alabuga SEZ, located in the Yelabuzhsky District of Tatarstan, is a major industrial hub hosting 48 companies, with a projected workforce requirement of more than 75,000 workers.

According to Mr Agyekum, the Ministry will coordinate recruitment on the Ghanaian side, verify job offers, match applicants to positions suited to their skills and provide pre-departure orientation to protect the interests and welfare of Ghanaian workers.

Speaking after the signing, the Minister said the agreement would provide Ghana’s youthful population with access to employment opportunities offering competitive salaries, accommodation and residence permits. He added that the government was committed to ensuring that workers received appropriate job placements and adequate protection.

He stressed that the partnership extended beyond labour migration to include business-to-business cooperation, academic research, education, and cultural and religious exchanges. Under the broader cooperation, Ghanaian businesses are expected to participate in upcoming business forums in Tatarstan, while universities will be encouraged to collaborate on research initiatives.

Officials from both countries are expected to develop an implementation framework in the coming days to outline recruitment procedures, eligibility requirements, wages and contract duration.
