The Economic and Organised Crime Office (EOCO) has arrested the former Executive Secretary of the Inter-Ministerial Coordinating Committee on Decentralisation (IMCCoD), Dennis Edward Aboagye, also known as “Miracles,” and the former Accountant of the Secretariat, Gerald Appiah, over their alleged involvement in the suspected misappropriation of approximately GH¢55 million in public funds.
According to a statement issued by EOCO on Monday, July 13, 2026, the arrests form part of ongoing investigations into alleged financial and procurement-related irregularities at the IMCCoD Secretariat.
EOCO explained that the investigations were initiated following a petition from the current Executive Secretary of IMCCoD, who requested further inquiries into a forensic audit covering the period between August 1, 2022, and February 2, 2025.
The anti-graft agency said the probe centres on the suspected misappropriation, misapplication, diversion and theft of public funds amounting to about GH¢55 million.
Investigators are examining several alleged offences, including conspiracy to steal, stealing, using public office for profit, causing financial loss to the state, dissipation of public funds, defrauding by false pretences, money laundering, and other related offences.
EOCO disclosed that former Accountant Gerald Appiah has voluntarily begun refunding monies linked to the alleged offences. However, the Office stressed that the repayments neither conclude the investigations nor absolve any suspect of potential criminal liability.
Regarding Mr. Aboagye’s arrest, EOCO revealed that following significant new findings last week, investigators placed him on a Stop Order to prevent any attempt to leave the country while investigations continued.
Unknown to the Office at the time, Mr. Aboagye had already travelled outside Ghana. Upon his arrival at the Kotoka International Airport on Saturday night, officers of the Ghana Immigration Service executed the Stop Order and handed him over to EOCO on Sunday morning.
The agency said Mr. Aboagye subsequently accompanied investigators on a search operation on Sunday, with further investigative activities expected to continue.
EOCO indicated that Mr. Aboagye will be granted bail in accordance with the Constitution and the laws of Ghana, while Mr. Appiah is also expected to satisfy his bail conditions and be released as investigations proceed.
The Office reaffirmed its commitment to conducting the investigation professionally, impartially and within the confines of the law, while respecting the constitutional rights of all persons under investigation.
EOCO assured the public that further updates would be provided as the investigations progress.
