The Controller and Accountant-General’s Department (CAGD) says it has processed and paid all teacher promotion cases submitted by the Ghana Education Service (GES) with the required documentation, following concerns from teacher unions over delays in placing promoted teachers on their new salary scales.
In a press statement issued on September 27, 2026, CAGD said it had taken note of concerns raised by the Ghana National Association of Teachers (GNAT), the National Association of Graduate Teachers (NAGRAT) and the Pre-Tertiary Teachers’ Association of Ghana (PRETAG) over alleged delays in implementing salary adjustments for promoted teachers.
The Department explained that Ghana’s public-sector payroll administration operates through two main platforms: the Human Resource Management Information System (HRMIS), which is managed by the employer, including the GES, and the Integrated Personnel and Payroll Database 2 (IPPD2), administered by CAGD.
According to CAGD, the promotion process begins with the employer initiating the promotion through HRMIS. The GES is then required to submit a completed input form together with the relevant promotion letter to CAGD for validation before the salary adjustment can be effected.
CAGD stressed that the documents required from the employer are an essential part of the payroll validation process and are intended to safeguard the payroll system against fictitious promotions, unauthorised salary adjustments and other irregular payments.
The Department said the current arrangements followed a meeting held on August 31, 2026, under the chairmanship of the Minister of Education and attended by the Deputy Minister of Education, representatives of the teacher unions, GES and CAGD officials.
At the meeting, it was agreed that GES would submit a master list of promoted teachers, their promotion letters and completed input forms to CAGD. The documents were identified as prerequisites for the payment of promotion arrears, with the adjustments expected to take effect from January 1, 2026.
However, CAGD said that as of September 22, 2026, it had received only 6,079 completed input forms and corresponding promotion letters from GES out of an expected 58,620 cases.
This represents approximately 10 per cent of the total promotion cases expected to be submitted for processing.
CAGD said it had nevertheless completed the processing of all 6,079 cases received from GES, including the applicable arrears, and that the payments were incorporated into the September 2026 salaries.
The Department therefore maintained that any outstanding promotion-related payments are linked to cases for which GES has not yet submitted the required documentation for validation and processing.
CAGD explained that it cannot effect salary adjustments without the requisite documentation from the employer and that transactions remain suspended until the necessary information is received and validated.
The Department said it remains ready to work with the Ministry of Education, GES, teacher unions and other relevant stakeholders to resolve genuine payroll concerns through the established procedures.
It also urged stakeholders to engage constructively and avoid public statements that could create unnecessary anxiety or inaccurately portray CAGD’s role in the administration of the public payroll.
CAGD further acknowledged the contribution of teachers to national development and assured affected teachers that every legitimate payment due to them would be processed once the required documentation had been submitted by GES and successfully validated.
