In every government, there are individuals whose influence is not measured by the number of microphones placed before them or the frequency with which their names appear in the headlines. Their contribution is often found in the stability, coordination and efficiency of the institutions they help manage. They work largely behind the scenes, ensuring that the machinery of government remains focused on its mandate. Julius Debrah belongs to this category of public servants.
As Chief of Staff, Julius Debrah occupies one of the most strategically important positions at the centre of government. His responsibilities extend far beyond routine administration. The office requires the coordination of government business, the monitoring of presidential directives, institutional oversight and the management of competing priorities within the executive branch.
It is a position that demands sound judgment, discretion, political maturity and the ability to bring together different interests in pursuit of a common national agenda.
Over the years, Julius Debrah has become associated with a leadership style defined more by composure and consultation than confrontation. He is not known for seeking unnecessary publicity or engaging in constant public exchanges. Rather, his approach has been characterised by listening, consultation and decisive action when circumstances demand it.
In a political environment where public attention is often attracted by noise and controversy, such a measured approach offers a different model of leadership.
The Office of the Chief of Staff serves as a critical coordination point within the Presidency. It helps facilitate collaboration among ministries, departments and agencies, monitors the implementation of presidential directives and strengthens the connection between the Presidency and the wider machinery of government.
The effectiveness of such an office depends not only on political authority but also on organisation, discipline, institutional understanding and the ability to manage complex relationships.
Julius Debrah’s approach to the role reflects an appreciation of these demands. His emphasis on coordination and efficiency suggests an understanding that government policies do not succeed simply because they are announced. They must be properly coordinated, implemented and monitored if they are to produce meaningful results for citizens.
Governance is also fundamentally about collaboration. No administration can succeed through the efforts of one individual or one institution. It requires the coordination of ministers, public servants, state agencies, political actors and other stakeholders.
Julius Debrah’s experience and approach to public service have positioned him to play an important role in bringing together these different actors and ensuring that government business remains focused on national priorities.
Perhaps one of the most important qualities required in his position is the ability to remain composed under pressure. The office of the Chief of Staff is constantly confronted with competing demands, urgent decisions and intense expectations from both within and outside government.
Leadership is therefore tested not only during moments of success but also during periods of difficulty and uncertainty. A calm and disciplined approach can be invaluable in such circumstances.
For Julius Debrah, public office appears to be rooted in the belief that leadership is ultimately a responsibility to serve. Government positions should not be viewed merely as platforms for personal recognition but as opportunities to strengthen institutions and improve systems that must continue to function long after individual officeholders have left.
That understanding is essential to building effective and sustainable governance.
Political supporters may assess an administration through its achievements, while critics may focus on its shortcomings. History, however, often takes a broader view. It examines the institutions leaders strengthen, the systems they improve and the legacy they leave behind.
If government coordination becomes more effective, institutional collaboration improves and presidential directives are translated more efficiently into action, the quiet work of the Chief of Staff will form an important part of that story.
The strongest foundations of a building are rarely the most visible. The same can be said of governance. While ministers, parliamentarians and political actors often occupy the public stage, much of the work required to keep government functioning takes place away from the cameras.
It is in that space of coordination, planning, consultation and execution that Julius Debrah has chosen to make his mark.
Leadership does not always announce itself through loud declarations. Sometimes it is demonstrated through the ability to bring institutions together, maintain stability, inspire confidence and ensure that the machinery of government continues to function effectively.
That is the quiet strength of Julius Debrah.
Indeed, a certain Julius Debrah reminds us that some of the most enduring leaders are those who allow discipline, integrity, coordination and performance to become their loudest voice.
