The Deputy Minister of Finance, Thomas Nyarko Ampem, has inaugurated a newly constituted seven-member Governing Board for the National Lottery Authority (NLA) in accordance with Section 36 of the National Lotto Act, 2006 (Act 722). The ceremony, held on behalf of the Minister of Finance, Hon. Cassiel Ato Forson marks a significant step towards strengthening the governance framework of the NLA.
The Board is chaired by Frederick Amissah, a seasoned economist and technical advisor at the Ministry of Finance. Mr. Amissah brings a wealth of expertise in policy analysis, sovereign debt management, structured finance, and risk management. He is also recognized for his proficiency in public financial management, macroeconomic analysis, and financial sector program management.

Mohammed Abdul-Salam: Director General of NLA.
Edward Abrokwah: Director of Revenue Policy Division at the Ministry of Finance.
Doreen Panyin Annan: Representative of the Ministry of Interior.
Helen Akpene Awo Ziwu: Solicitor-General and representative of the Office of the Attorney General.
Faustina Elikplim Akurugu: Member of Parliament for Dome Kwabenya.
Gerald Baffour Awuah Bonsu: Presidential nominee on the Board.
During the swearing-in ceremony, Deputy Minister Thomas Nyarko Ampem highlighted the critical role of the Board in advancing the government’s revenue generation agenda. He urged members to uphold the mandate of the NLA by enhancing revenue streams to support Ghana’s developmental goals.
“The NLA is a pivotal institution in revenue mobilization. Your leadership is vital to complementing the government’s efforts in addressing the pressing needs of the Ghanaian people,” he stated. He further encouraged the board to foster innovation, boost competition across the NLA’s operations, and align with the government’s broader agenda of job creation and economic growth.
In his acceptance speech, Board Chairman Frederick Amissah expressed profound gratitude to President John Dramani Mahama and Finance Minister Cassiel Ato Forson for entrusting them with the responsibility.
“With unwavering commitment to integrity, humility, and diligence, this Board will prioritize boosting revenue, forging strategic partnerships, and building a globally competitive lottery industry,” he assured
Mr. Amissah emphasized the importance of collaboration with NLA management to ensure staff welfare, promote industrial harmony, and foster sustainable growth within the lottery sector. He reaffirmed the Board’s dedication to delivering measurable results and contributing meaningfully to Ghana’s economic progress.
