Review Public University Bill 2019 to serve interest of both govt and the universities- ILAPI
Education Expert with the Institute of Liberty and Policy Innovation (ILAPI) a Think Tank, Evans Boampong is advocating a review of the Public University Bill 2019 to serve both the interest of tertiary education and ensure accountability and transparency in the administration of the universities.
Mr Boampong in an interview on Ahotor 92.3 fm news noted that, the Bill when passed would be able to ensure transparency in the Universities’ financial administration, accountability and management resource allocation from the government to the various public universities which is shrouded in secrecy.
The Bill he said, would mandate the Attorney General to submit a financial report of the University to Parliament, thereby empowering Parliament to exercise accountability of the university though auditing
Mr Boampong disclosed that, per Section 40 of the Bill, a centralized application process service would do away with the purchase of multiple University application forms.
Many institutions have kicked against the introduction of such Bill, on the grounds of government’s interference in tertiary education.
However, Mr Boampong noted the possibility of the institutions being starved of financial resources due to government’s delay in resourcing the universities.
He also raised concerns of high representation of government appointees which could weaken accountability
