Public debt increases to GH¢684.6bn as of September 2025

Ghana’s public debt rose to GH¢684.6 billion by September 2025, marking an increase of about GH¢28.7 billion since July 2025, according to data from the Bank of Ghana. This amount represents roughly 48.9% of the country’s Gross Domestic Product (GDP).

In dollar terms, total public debt was US$55.1 billion in August 2025, down from US$57.5 billion in July 2025. The debt had fallen significantly between March and May 2025, declining by GH¢156.4 billion to GH¢613 billion, but it has been rising steadily since then.

External debt reached US$29.5 billion in September 2025, up from US$29.2 billion in August, accounting for 26.2% of GDP. Meanwhile, domestic debt decreased to GH¢317.6 billion in September from GH¢322.8 billion in August, representing about 22.7% of GDP.

The government’s fiscal deficit-to-GDP ratio stood at 1.5% in September 2025, while the primary balance showed a surplus of 1.6% of GDP.
