The Deputy Director of the National Service Scheme (NSS), Fuseini Donkor, has revealed that over 90,000 service personnel have been posted since the start of the nationwide posting exercise about three weeks ago.
According to him, the initial phase of the posting process faced significant challenges due to issues with the old management system that was previously in use. He explained that by June 2025, President John Dramani Mahama, through the Attorney-General, the Auditor-General, and the Ministry of Finance, ordered an audit of the old NSS system after it became the subject of a court case over alleged misuse and corruption.
Mr. Donkor explained that the audit revealed serious financial irregularities within the old Central Management System, which had reportedly been used to siphon state funds. He disclosed that while earlier reports from the Attorney-General highlighted financial improprieties on record, a deeper forensic audit uncovered additional hidden transactions embedded within the digital system activities that were unknown to the National Security and the National Intelligence Bureau (NIB).
“The Attorney-General’s forensic audit revealed that over GH¢1.46 billion had been stolen through the old system. That discovery was what necessitated the complete overhaul and introduction of a new Central Management System portal,” he stated.
Mr. Donkor emphasized that the new system is designed to enhance transparency, prevent financial leakages, and ensure that future postings and payments under the National Service Scheme are carried out with the highest level of accountability.
