Operation Recover All Loot (ORAL) is a comprehensive anti-corruption program initiated by the National Democratic Congress (NDC) to tackle corruption in Ghana. The program aims to recover stolen state funds, property, and assets misappropriated by previous administrations, particularly the New Patriotic Party (NPP) government.
Establishing a specialized task force to scrutinize suspected corruption cases under previous administrations. Prioritizing the retrieval of stolen state funds, property, and assets for national development projects. Committing to prosecute individuals or entities found guilty of embezzling public resources, including members of the outgoing NPP government and future offenders.
The NDC Chairman, Johnson Asiedu Nketiah, emphasizes that ORAL is designed to serve the national interest, not to target political opponents. He stresses that the program aims to provide a lasting solution to corruption, rather than seeking public applause or vengeance.
The NDC acknowledges that several state institutions were compromised under the previous administration, and rebuilding these structures will take time. The party insists on gathering concrete evidence before prosecuting individuals accused of corruption to avoid acquittals. ORAL will create a platform for whistleblowers to share credible information, which will aid in the recovery of stolen assets.
Ghana has laws in place to support asset recovery, including:
Criminalizes corruption, fraud, and other related offenses.
Ensures transparency and accountability in public procurement processes.
Facilitates the tracing and recovery of illicitly acquired assets.
Protects individuals who report corrupt practices and provides a framework for disclosing.
Investigates and prosecutes corruption and corruption-related offenses.
Monitors and investigates economic and organized crimes. Investigates allegations of corruption and promotes good governance. Established to investigate matters of public interest and provide recommendations for recovery of stolen assets.
