OMCs to Implement GH₵1.0 Energy Sector Levy Starting June 16

The Government of Ghana and the Chamber of Oil Marketing Companies (COMAC) have agreed to implement the GH₵1.0 Energy Sector Levy per litre of petrol starting Monday, June 16, 2025. This revised date replaces the earlier announced implementation date of June 9, 2025.

The decision followed consultations among key stakeholders, including the Ministry of Energy and Green Transition, the Ministry of Finance, the Ghana Revenue Authority (GRA), and the National Petroleum Authority (NPA).

In a statement signed by Dr. Riverson Oppong, the coordinator of COMAC, the Chamber acknowledged the collaborative efforts of all parties involved in adjusting the timeline.

“The Chamber of Oil Marketing Companies (COMAC) wishes to formally acknowledge and commend the Ministry of Energy and Green Transition, the Ministry of Finance, the National Petroleum Authority, and the Ghana Revenue Authority for the constructive engagements held regarding the implementation date of the new Energy Sector Levies Act, 2025 (Act 1141),” the statement read.

The statement further expressed satisfaction with the revised implementation date, emphasizing the importance of consultation in achieving a balanced outcome.

“Following our consultations and collaborative efforts, we are pleased to announce our alignment and satisfaction with the revised implementation date for the new Energy Sector Shortfall and Debt Repayment Levy (ESSDRL). The new effective date is now confirmed as Monday, June 16, 2025, replacing the initially communicated date of June 9, 2025,” the statement added.

COMAC highlighted that the decision underscores the significance of dialogue, partnership, and stakeholder engagement in policy implementation.

The Chamber also extended gratitude to all institutions involved for ensuring a smooth and sustainable rollout of the levy.

Previously, COMAC had voiced concerns over insufficient consultation prior to the initial announcement of the levy’s implementation date.
