ACCRA, Ghana, 15th July: The Ministry of Lands and Natural Resources has announced significant reforms aimed at modernising Ghana’s land administration system through digitalisation and improved transparency.
Speaking at the Government Accountability Series, Minister for Lands and Natural Resources, Hon. Emmanuel Armah Kofi Buah, said the Lands Commission has enhanced the Enterprise Land Information System (ELIS), enabling citizens to access key land administration services electronically.
According to him, ELIS is now operational in nine regional offices, including Greater Accra, Eastern, Western, Western North, Oti, Bono East, Volta, Savannah and North East regions. The platform allows members of the public to apply online for official land searches without physically visiting Lands Commission offices.
The Minister also announced the launch of the Strategic Land Administration Reform Project (SLARP), a comprehensive programme designed to transform Ghana’s land administration into a modern, transparent, decentralised and digitally driven system.
He explained that the reforms seek to eliminate long-standing challenges such as fragmented manual records, prolonged registration delays, multiple land registrations and weak public confidence in land administration.
The project includes systematic land titling, digital transformation, decentralised service delivery, improved mapping infrastructure and strengthened customary land administration.
Hon. Buah further disclosed that government has introduced reforms in the administration of state lands, including a revised public land application process, stricter approval procedures, market-based valuation of state lands and the establishment of a Public Land Protection Task Force to prevent encroachment and unauthorised developments.
He said the reforms are expected to improve transparency, accountability and efficiency while restoring public confidence in Ghana’s land administration system.
