KT Hammond should know better as Trade and Industry leader- Governance expert

Local Governance Expert, Issaka Amon Kotei is surprised at the naivety of the Trade Minister, K.T Hammond who is one of the oldest MPs yet does not know that, any Li sent into the house would be debated by the committee concerned and could even be thrown out if the Bill lacks merit.

The Local Govt expert wonders the rational and the bases of the Bill being presented by the sector minister to regulate the cement pricing.

In his explanation, the Bill is to be in the house for 21 sitting days after debate and is expected to become law unless a two-thirds majority of Parliamentarians annuls it.

Mr. Amon said, the producers do not have control over the production factors. Adding that, until the govt stabilizes the foreign exchange and ensure utility efficiency, the producers cannot accept any law that would negatively impact on their productivity.

According to Mr. Kotei, quizzed how a minister regulates a sector when the economy is in a free-fall state with the factors of production being dollar-based.

“There is no need to rush when handling some of these things, and is not helping Parliament that is why it will allow speaker to talk about bills that are going through parliament, but initially, we always say that we must separate Executive from Parliament so that parliament will be a house on its own” he added.

Mr Issaka Amon Kotei believes that, if KT Hammond says he is a senior minister, he should know that, you can’t pick only one product and control it because we have a whole number of products on the market.
