Among the standout appointees is an extraordinary woman of remarkable intellect and experience—Joyce Adishetu Bawah Mogtari.

Who is this distinguished woman, poised to play a pivotal role in Ghana’s growth and progress?

Madam Joyce, or “JoyB” as I call her, is a powerhouse of knowledge, determination, and leadership.

A Nippon Foundation Scholar, she holds a Master of Laws (LLM) degree in International Maritime Transport Law from the prestigious International Maritime Law Institute (IMLI) in Malta.

Her academic brilliance earned her the IMO-Legal Committee Chairman’s coveted award for Best Student in International Maritime Transportation Law, as well as a Certificate of Excellence in Maritime Administration and Management.

Joyce is no stranger to excellence. She holds a Qualifying Certificate in Law (QCL) and is qualified to practice law in both Ghana and England & Wales.

A partner at the esteemed law firm Praetorium Solicitors, she is also a proud member of several professional organizations, including the Ghana Bar Association, the African Women Lawyers Association, and the Women in International Shipping and Trade Association (WISTA).

She is further affiliated with the Chartered Institute of Logistics (CILT) Ghana and is an alumna of the U.S. International Visitor Leadership Programme.

Her academic journey reflects her diverse expertise.

Joyce is a proud product of three of Ghana’s leading secondary schools: Wesley Girls’ High School, St. Francis Girls’ Secondary School, and Tamale Secondary School.

She also holds a Master of Arts (MA) in International Security and Conflict Resolution from the Kofi Annan International Peacekeeping Institute, a Master of Arts in Development Communication, and a management certificate in Maritime Law.

With over 20 years of post-qualification experience, her depth of knowledge is truly unparalleled.

Professionally, Joyce has left an indelible mark. From May 2013 to January 2017, she served as Ghana’s Deputy Minister for Transport, overseeing critical sectors like aviation, maritime, railways, and inland waterways.

Her leadership was instrumental in formulating and implementing policies for the 15 transport sector agencies under the Transport Ministry’s supervision.

Prior to that, she served as Director of Legal and Estates and Solicitor Secretary of the Ghana Shippers’ Authority, a Ghana Club 100 company.

But Joyce is more than her impressive resume. A natural leader, she is a gifted public speaker, a gender activist, and a passionate advocate for good governance, peace, and security.

Her adventurous spirit and commitment to excellence inspire all who cross her path.

Beyond her professional accomplishments, she is an author and a contributor to A Compendium of Stories.

Her hobbies include coaching, reading, writing, traveling, and exercising.

Joyce is also a devoted wife and mother, blessed with four wonderful children.
