
Former Finance Minister Dr. Mohammed Amin Adam has vehemently denied allegations that the New Patriotic Party (NPP) mismanaged tax revenue funds during their administration. According to Dr. Amin Adam, the tax refund account has always been part of the government’s revenue, collected by the Ghana Revenue Authority.
He clarified that 6% of government revenue is set aside for tax refunds, and any unused portion can be legally utilized as part of the government’s general revenue. This, he explained, is a standard practice and not a misuse of funds.
Dr. Amin Adam also highlighted that Ghana operates a single treasury account system, allowing for the movement of funds between different accounts as necessary for government spending. He challenged critics to provide evidence of misused funds, emphasizing that the question should be whether the money was channeled through proper government accounts.
The former Finance Minister also addressed concerns about contract payments, particularly to Strategic Mobilization Limited (SML). He explained that government spending, including infrastructure and public services, is executed through contracts, and payments are made through the consolidated fund.
Dr. Amin Adam’s comments come amid scrutiny of the NPP administration’s financial management, particularly regarding tax revenue. While the current Finance Minister has raised concerns, Dr. Amin Adam insists that the funds were legally utilized and accounted for, with no mismanagement or diversion.
