
Former Chief Justice Sophia Akuffo has emphasized the need to strengthen the role of Ghana’s Council of State, describing it as a critical institution that can play a more significant part in the nation’s governance and development.
The respected legal luminary highlighted the council’s potential to provide valuable guidance and oversight to the executive branch of government.
The Council of State, established under Article 89 of Ghana’s Constitution, serves as an advisory body to the President. It is composed of prominent individuals, including former leaders, traditional rulers, and other appointees, who offer counsel on key national issues.
However, its recommendations are not binding, and its influence has often been perceived as limited.
Justice Sophia Akuffo argued that the council’s role should be expanded and its recommendations given more weight in decision-making processes.
She noted that the council’s collective wisdom and experience could help address some of the governance challenges facing the country.
“The Council of State is a reservoir of knowledge and experience. Strengthening its role will ensure that the President benefits from diverse perspectives and informed advice, which is crucial for sound governance,” she stated.
Justice Akuffo also called for greater transparency and accountability in the council’s operations. She suggested that the council’s deliberations and recommendations on major national issues should be made public, fostering trust and confidence among citizens.
“Transparency in the council’s work will not only enhance its credibility but also encourage public engagement in governance. Ghanaians deserve to know how their leaders are being advised and the rationale behind key decisions,” she added.
The former Chief Justice pointed out that Ghana’s governance system faces numerous challenges, including political polarization, corruption, and inefficiency. She believes that a strengthened Council of State could serve as a stabilizing force, offering non-partisan advice and promoting national cohesion.
“The council’s role should go beyond mere advisory functions. It should act as a check on executive power, ensuring that decisions are made in the best interest of the nation,” she emphasized.
