Finance Minister Announces End to DDEP Bond Issuance Restrictions

 

The Ministry of Finance has confirmed the lifting of restrictions on new domestic bond issuances, as announced by Finance Minister Dr. Cassiel Ato Forson on his social media platforms.

“This three-year measure, imposed in 2023 after the debt default that led to the Domestic Debt Exchange Programme (DDEP), barred the government from issuing new bonds,” Dr. Forson explained.

The expiration now enables the government to shift away from heavy reliance on Treasury bills for budget financing, opening the door to longer-dated domestic bonds.

Dr. Forson highlighted the timely conditions: low inflation, restored investor confidence, a strong macroeconomic backdrop, a solid medium-term debt strategy, and ample buffers. “Since 2025, the government has met every coupon payment and obligation on restructured bonds, proving its credibility, fiscal discipline, and dedication to sound debt management,” he added.

President John Dramani Mahama’s administration expressed deep gratitude to Ghanaians for their patience and support during the challenging period.
