The Confederation of African Football (CAF) Disciplinary Board has issued its final rulings following the chaotic incidents during and after the TotalEnergies AFCON Morocco 2025 final match between Senegal and hosts Morocco, which Senegal won 1-0 after extra time.
Morocco’s appeal and protest—seeking to strip Senegal of the title and have the result overturned or awarded in their favor—was formally rejected by the board. As a result, Senegal remain the official champions of the 2025 Africa Cup of Nations.
Both national federations and several individuals from each side received sanctions for breaches of the CAF Disciplinary Code, including violations of principles related to fair play, loyalty, integrity, and conduct that brought the game into disrepute.
The incidents involved unsporting behavior by players and staff, interactions with referees, actions by ball boys, supporter misconduct, and other disruptions that marred the high-profile decider.
For Senegal, the Fédération Sénégalaise de Football (FSF) was hit with a substantial fine of $615,000, covering various breaches such as unsporting conduct by players and technical staff, accumulated cautions, and actions that damaged the image of African football.
Head coach Pape Bouna Thiaw received one of the harshest individual penalties: a five-match ban from official CAF competitions plus a $100,000 fine for his unsporting conduct and for bringing the game into disrepute. Players Iliman Ndiaye and Ismaila Sarr were each suspended for two official CAF matches due to their unsporting behavior directed toward the referee.
On the Moroccan side, the Fédération Royale Marocaine de Football (FRMF) was fined $315,000 in total. This penalty stemmed from inappropriate behavior by stadium ball boys during the match, as well as unsporting conduct by players and staff.
Captain Achraf Hakimi was suspended for two official CAF matches for unsporting behavior, though one of those matches is suspended (on probation) for one year from the date of the decision. Midfielder Ismaël Saibari received a three-match ban from official CAF competitions along with a $100,000 fine, also for unsporting behavior linked to an incident involving attempting to interfere with or take Senegal goalkeeper Edouard Mendy’s towels.
These decisions, announced in late January 2026, reflect CAF’s response to what it described as unacceptable behavior from both teams that disrupted the spirit of the competition. The total fines exceed $900,000, with suspensions affecting key figures in upcoming continental matches for their national teams or clubs in CAF-organized events.
