Beatrice Annan, A member of the National Democratic Congress (NDC) Communication Team, has once again expressed her gratitude to Ghanaians for exposing what she describes as the “duplicity and opacity” of the New Patriotic Party (NPP) government by voting decisively for change in the recent December elections.
In a strongly worded post on X (formerly Twitter), Beatrice Annan criticized the outgoing NPP government for what she called its persistent deception regarding the much-touted Agenda 111 hospital projects.
According to her, the claim by the NPP that they would complete and commission all Agenda 111 hospitals before January 7, 2025, is both unrealistic and misleading.
“I am surprised that the NPP government continues to deceive Ghanaians with empty promises. They are now claiming they need $1.4 billion to complete Agenda 111, yet the entire IMF bailout they negotiated is $3 billion. How do they plan to find $1.4 billion in less than two weeks to deliver on this promise?” she wrote.

She went further to highlight the inconsistencies in the NPP’s statements, accusing the outgoing administration of using “lying tactics” to mislead the public.
She thanked Ghanaians for seeing through the alleged falsehoods and voting for a new direction in the just-ended elections.
“The NPP government lied to Ghanaians to the extent that President Nana Akufo-Addo claimed he would commission all Agenda 111 hospitals before January 7, 2025. I ask again, where will the government get $1.4 billion in this short time frame? Thank you, Ghanaians, for exposing this government’s duplicity and opacity by voting for change,” she added.
Reality Check on Agenda 111
Using data reportedly provided by the NPP government itself, She questioned the progress of the Agenda 111 projects.
She revealed that only three of the promised hospitals had been completed, but none of them were operational.
She emphasized that these completed structures were “buildings, not hospitals,” as they lacked the necessary equipment, staff, and functionality to serve the public.
“For the records, only 3 Agenda 111 hospitals have been completed, but they are not operationalized. This means they are just buildings. Out of the remaining projects, 46 hospitals are below 49% completion. This is data from the NPP government. The campaign of lies shall be exposed,” she posted on her timeline.
