AUDIO: Gov’t Upholds 1,539 Appointments, Revokes 541 After Post-Election Recruitment Probe

ACCRA, Ghana, 3 March: Government has upheld 1,539 recruitments, appointments and promotions made within the public service following a comprehensive review of post-2024 election engagements, while recommending the revocation of 541 others for failing to comply with due process.

The announcement was made during this week’s Government Accountability Series, where the Minister of Government Communications Felix Kwakye Ofosu detailed the outcome of a committee set up to investigate recruitments made around the December 7, 2024 elections.

Background to the Review

At the first meeting of the Joint Transition Team after the 2024 general elections, the incoming administration raised concerns over what it described as rushed and potentially unlawful recruitments into public institutions, as well as substantial payments made to contractors and creditors.

The incoming side said it was left with the clear understanding that ongoing recruitments, promotions and major statutory payments would be submitted to the joint team for review. However, following what it described as a disregard of that understanding, the new administration announced its intention to review all such appointments.

On February 10, 2025, the Chief of Staff directed that all unlawful appointments made after December 7, 2024 be revoked.

Committee Established to Ensure Fairness

To prevent innocent individuals from being unfairly affected, a committee was established and chaired by Deputy Chief of Staff, Nana Oye Bampo-Addo.

Other members included:

• Dr. Prince Edward Darah is a Member of the Ghana Public Services Commission,

• Ms. Rhoda Gavor, Ministry of Labour

• Mr. Bernard Adjei, Organised Labour representative

• Mr. C.W. Awuku, Office of the President

The committee was tasked to:

• Determine whether proper procedures were followed,

• Establish when recruitment processes began and ended,

• Categorise compliant and non-compliant cases,

• Make case-by-case recommendations.

A compliance benchmark of 80 percent was set.

Scope of Work

The committee worked from March 21 to April 30, 2025, reviewing 2,080 recruitments, appointments and promotions reported by 36 institutions.

Institutions that appeared before the committee included:

Ghana Revenue Authority

Ghana Ports and Harbours Authority

National Health Insurance Authority

Volta River Authority

Electoral Commission

Social Security and National Insurance Trust

among others.

Key Findings

• 28 institutions had commenced recruitment before December 7, 2024.

• 13 institutions revoked appointments in response to the directive.

• 17 institutions sought guidance instead of revoking.

• 16 reported cases were payroll-related.

Out of 2,080 cases:

• 879 had already been revoked by institutions.

• 1,201 were left unrevoked.

Final Recommendations

The committee recommended:

• 1,539 appointments be upheld as they complied with procedures and met the 80 percent threshold.

• 541 appointments be revoked because processes ended after December 7 and failed to meet compliance standards.

Interestingly, the recommended revocations (541) were fewer than the 879 earlier revoked by institutions. This difference was attributed to special consideration given to vulnerable groups, including persons with disabilities, some of whom were allowed to regularise their documentation.

Not a Witch-Hunt

Felix Kwakye Ofosu insisted the exercise was not politically motivated.

He emphasized that the decision was taken strictly to uphold due process, enforce public service regulations and ensure accountability.
