A Plus petitions Speaker to remove Abena Osei Asare as Public Accounts Committee Chair

Kwame Asare Obeng, better known as A Plus, the Member of Parliament for Gomoa Central, has taken a bold step by petitioning the Speaker of Parliament, Alban Bagbin, calling for the removal of Abena Osei Asare, the MP for Atiwa East, from her role as Chairperson of the Public Accounts Committee (PAC).

In a formal letter dated November 3, 2025, A Plus laid out his concerns clearly and firmly. He argued that Abena Osei Asare’s continued leadership of the PAC represents a clear conflict of interest due to her previous position as Deputy Minister of Finance. His worry: that her past ties to the Finance Ministry, especially during the time Ken Ofori-Atta served as Minister, could compromise the committee’s independence and damage its credibility.

“The Public Accounts Committee remains one of Parliament’s most critical tools for promoting transparency, accountability, and responsible financial governance,” A Plus stressed in his letter. “It is deeply troubling that Hon. Abena Osei Asare, a former Deputy Minister of Finance, is now leading this vital oversight body.”

He went further, pointing to what he described as a period marred by “reckless borrowing, fiscal mismanagement, and questionable contracts.” According to A Plus, having her at the helm during such a time only deepens public skepticism about the committee’s effectiveness. He highlighted ongoing investigations into controversial deals like the Strategic Mobilization Limited (SML) contract, the ECG–Beijing Jao Loss Reduction agreement, and the procurement of ambulances by Service Ghana Auto Limited—all presently examined by the Office of the Special Prosecutor (OSP).

Adding fuel to his argument, A Plus accused the Atiwa East MP of shielding the Ghana Revenue Authority (GRA) Commissioner-General, Rev. Ammishaddai Owusu-Amoah, when he refused to disclose his age, calling her actions “a serious breach of the principles of transparency and accountability.”

“Allowing someone directly involved in the financial management of the country to oversee government expenditure reviews is morally unjustifiable,” he declared. “Such an arrangement undermines the impartiality of the Public Accounts Committee and weakens public faith in Parliament’s oversight function.”

With these reasons, the Gomoa Central legislator urged Speaker Alban Bagbin to act swiftly, arguing that Abena Osei Asare’s removal is essential to protect the integrity, neutrality, and moral authority of the PAC and, by extension, Parliament itself.
