President John Dramani Mahama’s decision to appoint Dr. Julius Debrah as Chief of Staff for a second time has attracted considerable public and political attention, with many observers describing the appointment as a reflection of the President’s confidence in one of his most experienced and trusted public administrators. Dr. Debrah returned to the position following President Mahama’s inauguration in January 2025, having previously served in the same role during the President’s first administration.
Dr. Debrah first assumed office as Chief of Staff in February 2015 after serving in several strategic positions within government. During his first tenure, he was responsible for coordinating activities at the Presidency, supervising policy implementation and ensuring effective collaboration among ministries, departments and agencies. His experience during that period is widely regarded as one of the factors that influenced his reappointment.
Before becoming Chief of Staff, Dr. Debrah served as Chief Executive Officer of the Ghana Tourism Authority, where he led initiatives aimed at promoting Ghana’s tourism industry. He later served as Eastern Regional Minister before being appointed Greater Accra Regional Minister, overseeing governance and development programmes in two of Ghana’s key regions.
His public service career also includes serving as Minister for Local Government and Rural Development, where he supervised the operations of Metropolitan, Municipal and District Assemblies and played a role in implementing decentralisation policies and local governance reforms across the country.
The Office of the Chief of Staff is one of the most influential institutions within Ghana’s executive branch. The office coordinates the work of government ministries and agencies, manages the President’s official engagements, oversees policy implementation and serves as the link between the Presidency and other state institutions.
The Chief of Staff also provides strategic administrative support to the President, ensuring that government programmes are effectively coordinated and monitored. The position requires extensive experience in governance, sound administrative judgment and the ability to coordinate multiple institutions simultaneously.
Political analysts have noted that President Mahama’s decision to reappoint Dr. Debrah demonstrates the importance the administration places on continuity and institutional memory as it pursues its governance agenda. They argue that implementing major government programmes requires experienced officials who understand the workings of the Presidency and the wider public sector.
Dr. Debrah has often been described by colleagues as a consensus builder who prefers consultation and teamwork in addressing governance challenges. Throughout his years in public service, he has maintained a reputation for working behind the scenes while focusing on administrative efficiency and policy coordination rather than public attention.
Observers also point to the level of trust President Mahama has consistently placed in Dr. Debrah. Appointments to the Office of the Chief of Staff are generally reserved for individuals who enjoy the full confidence of the President because of the strategic and sensitive responsibilities associated with the position.
Beyond government, Dr. Debrah has received recognition for his contributions to public administration and national development. He was recently awarded an honorary doctorate in acknowledgement of his years of dedicated service, leadership and contribution to governance in Ghana.
His reappointment comes at a time when the Mahama administration is pursuing policies aimed at economic recovery, institutional reforms, job creation and improved public sector efficiency. As Chief of Staff, Dr. Debrah is expected to coordinate the implementation of these programmes while strengthening collaboration among government institutions.
Serving twice as Chief of Staff under the same President remains a rare distinction in Ghana’s Fourth Republic. For many political observers, Dr. Julius Debrah’s return to the Presidency reflects the value President Mahama places on experience, competence and trusted leadership as government seeks to deliver on its national development agenda.
