A group calling itself the Grassroots Alliance for Victory 2028 has petitioned the Council of Elders of the New Patriotic Party (NPP), urging it to advise the party’s General Secretary, Justin Kodua Frimpong, to resign over what it describes as decisions that threaten party unity and grassroots participation.
In a petition dated July 11, 2026, and addressed to the Chairman and Members of the Council of Elders, the group argued that the General Secretary’s recent directive on the party’s upcoming constituency executive elections reflects poor leadership and a disconnect from the concerns of the party’s grassroots.
The petition stems from a circular issued by the Office of the General Secretary to regional representatives, regional officers and constituency elections committees on preparations for the constituency executive elections.
According to the group, the directive informed party officials that delegates would not be provided with transportation, food, drinks, snacks or water during the elections, instructing them instead to “Arrive. Vote. Leave.”
The group described the decision as insensitive, arguing that it would place an undue burden on more than 300,000 delegates, many of whom are polling station executives and electoral area coordinators from rural and deprived communities.
“We respectfully submit that this directive is insensitive to the over 300,000 delegates, many of whom are Polling Station Executives and Electoral Area Coordinators from rural and deprived areas. Requiring them to bear their own transport and welfare costs in this economic climate will lead to low turnout, disenfranchisement, and potential unrest,” the petition stated.
It further argued that the decision undermines the party’s stated objective of conducting “peaceful, transparent and credible elections.”
The group also questioned what it described as a contradiction between the party’s claim of financial constraints and the General Secretary’s alleged personal financial support for some aspirants in previous internal elections.
“The same communication cites ‘severe financial constraints’ as the reason for withdrawing welfare support. Yet, it is public knowledge and a matter of concern to the rank and file that the same General Secretary, as an individual, has in the past publicly supported the payment of nomination fees for a number of aspirants across the country,” the petition said.
It asked: “If the Party is broke, how is the General Secretary as an individual able to fund nominations for multiple aspirants, while the Party cannot provide even water for delegates?”
According to the petitioners, the situation creates a perception of misplaced priorities and raises questions about leadership within the party.
The group further warned that the decision could alienate the party’s grassroots base ahead of the 2028 general elections.
“The decision risks alienating the very base of the Party ahead of 2028. Delegates who feel abandoned may become apathetic or vulnerable to manipulation. This is contrary to the unifying role expected of the General Secretary,” it argued.
As part of its requests, the Grassroots Alliance for Victory 2028 asked the Council of Elders to invite Mr. Kodua Frimpong to explain the rationale behind the decision and the apparent contradiction regarding the party’s financial position.
The group also called on the National Executive Committee to review the decision and provide delegates with at least a token welfare package and water to ensure high voter turnout and peaceful internal elections.
It further urged the Council of Elders to advise the General Secretary to step down if he is unable to restore confidence in his leadership.
“In the event that the General Secretary is unable to reconcile these contradictions and restore confidence in his leadership, we humbly pray the Council to advise him to step down as General Secretary in the interest of Party unity and credibility,” the petition stated.
